ICSP Toolkit: Goal Development Tools Print E-mail
  • Goal Setting Tool
A goal is a high level statement of how your municipality will move from its current situation to its vision (where you want your municipality to be in the future). If you have not yet defined your municipality’s vision or are unsure of your current situation, goal setting will be a difficult exercise. [Download Tool]
  • Prioritization Tool
Sometimes your community may have several solutions that can achieve your goals in different ways. This tool looks at each solution's cost, implementation time, difficulty of execution, and effectiveness. These factors will help you in setting priorities for the community.[Download Tool]
  • Town Hall Tool
A town hall session enables you to meet with members of your municipality to educate them on an issue and then discuss. It can be a useful tool in reaching a large number of people at once. This tool provides you with a process to host a town hall session. [Download Tool]
  • Public Input Toolkit
Developed by Alberta Municipal Affairs and Housing, the Public Input Toolkit provides municipalities with guidelines to determine the appropriate level of public input for various situations. For each level, example situations and an estimated budget to support the activities are provided. As well, a high level process to carry out the different levels of public input is provided. [Go to Toolkit]
  • Strategic Planning for Community and Economic Development
This website provides an online tool that builds a simple but useful overall strategic plan.  It could be used as a starting point for more in depth planning.  Note: You need to supply an e-mail address to access the tool. [Go to Website]
  • Municipal Health Checklist
The Association of Manitoba Municipalities (AMM) developed the Municipal Health Checklist as a self-analysis tool to measure a municipality’s strengths and to understand its challenges.  It will help give you a better sense of your municipality’s current situation, and perhaps seek a particular direction for change.
